[pdftex] By default, pdfLaTaX removes some right to the pdf file.

My impression when I first saw the original question was that Loïc was
just confused by the way Adobe Reader 6 displays document security in
Document Restrictions Summary dialog which is different from Adobe
Acrobat Reader 5 Document Security dialog in the way that operations
not supported by the viewer (Reader 6) are always shown as Not
Allowed:

                            Printing: Allowed
                   Document Assembly: Not Allowed
       Content Copying or Extraction: Allowed
Content Extraction for Accessibility: Allowed
                          Commenting: Not Allowed
              Filling of form fields: Allowed
                              Signed: Not Allowed
         Creatioin of Template Pages: Not Allowed
                    Submitting Forms: Not Allowed

which could lead Loïc to believe that readers wouldn't be able to add
comments to the pdf because those Not Allowed restrictions were
imposed onto the pdf at the time it was created by pdflatex when in
fact it's not the case.

I might be wrong of course.
