[pdftex] By default, pdfLaTaX removes some right to the pdf file.

I'm not sure I understand this thread. Does it mean if I have a pdf
created by pdflatex I can add comments to my pdf using Acrobat 5 but
cannot do so using Acrobat 6 ?
