[pdftex] pdflatex vs. latex

Hello all,

Forgive the naiive question, but we are struggling here with a problem 
of too many latex's. My boss is using both pdflatex and latex to format 
his articles and slide presentations. There are issues with importing 
graphics and compatibility with packages like ppower4. To make matters 
worse, when I hack .sty files, they seem to work differently depending 
on which latex is being used. As the system administrator, I want to 
standardize on one or the other, rather than support two different 
environments. We can fix all the problems eventually, but the burning 
question is, should we go with latex or pdflatex? Is one of them 
destined to win out over the other in the long run? If both go into the 
Thunderdome, which will come out alive?
