[pdftex] Install pdftex in windows

How does one install pdftex in windows?

All instructions that I have found points to files that are not there
anymore. I just want to install pdftex alone in a minimal installation. I
know that I can install it through miktex or fptex, but not without
installing lots of things that I do not need.

If no one can help me on this, can someone point me to where I can get the
TEXMF.CNF file?
