[pdftex] win32 binaries

I have put a new set of static binaries at:
ftp://ftp.dante.de/pub/fptex/standalone/

Among them :
- pdftex/pdfetex 1.10b
- omega/eomega 1.23 and 1.15,
- dvipdfmx added to the dvipdfm archive
- latest tex4ht

EncTeX has been added to pdftex and engines are based on web2c
7.5.2. The new DEK stuff (aka TeX 3.141592) is also in.

I hope I did nothing wrong with them because I'm away for the week.

Beware in installing these binaries. They unpack to bin/win32-static,
but the .pool files and other run files will unpack in your main texmf
tree.
