Why don't you provide a minimal test file exhibiting the
problem? It would be much easy if we didn't had to guess
what you do wrong. There are so many ways to mislead 
LaTeX. And you probably did it the following way:

\usepackage[dvips]{graphicx}
\usepackage{pdfpages}

If you are not using dvips (or any other post-processor),
don't pretend to do so by specifying misleading options.
