[pdftex] segmentation fault (only pdfTeX, not TeX)

The current opinion is that pdftex -ini didn't read pdftex.cfg
and so didn't know anything about fonts (thou shall not use
pdftex -ini for typesetting). pdftex now always reads pdftex.cfg.
