[pdftex] Why was TIF support removed?

i can't make it deal with the tiff that comes out of one of the
scanners we have (an hp thing that mails its results to you).

the only thing we have that deals with that stuff is an app that came
with the scanner: it's a hopelessly feeble photo editor, but it does
at least convert the stuff to something that other apps can read.
