[pdftex] can't find the format file

Dear pdfTeX help,

I did just spend over an hour with the FAQ and
manual, trying to fix this--

I'm getting the
"I can't find the format file `pdftex.fmt'!"
Folllowing the manual, I did the

pdftex -ini -fmt=pdftex plain
texhash
texconfig init

steps.  My env includes

TEXMFCNF=/usr/share/texmf/web2c/texmf.cnf

and that file exists and contains

TEXFORMATS = .;$TEXMF/web2c

and the file exists:

-rw-r--r--    1 root     root       371482 Jan 19
22:00 /usr/share/texmf/web2c/pdftex.fmt

I attach to this email the output of
pdftex -k=255
It seems that pdftex is not looking in the
correct place for format files.
