It's still not clear to me what the complex of problems was, but Thierry 
Bouche provided me with several new files (a new afm and tfm file) along 
with an example of a map entry that correctly uses them to access the 
TrueType version of the font.

While that is not exactly what I was trying to do (use a Type 1 font), it 
solves the real underlying problem, which was getting a tengwar font 
working with PDFTeX.
