No, graphicx support the key value interface:
  \setkeys{Gin}{draft=false}
But option "final" can be used because of graphics.sty.

It is quite redundant, but the next version will contain
option final. Perhaps this is easier to remember for
users. (graphics.sty, article.cls, ... are using draft/final).
