Texexec is a perl script that calls pdftex or pdfetex using the 
Context macros. It is not LaTeX but rather an alternative to 
LaTeX. 

Hyperlinks work in pdftex and Context. 

Adding a background to a page is pretty easy in both plain pdftex 
and in Context.
