[pdftex] xpdf markers

Acroread starts on page 3 here:

\pdfcompresslevel=0
\pdfcatalog{} openaction goto page 3 {/Fit}
A \vfill\eject
B \vfill\eject
C \bye

but xpdf doesn't. Why?
