No, Adobe licensed a third-party tool created for making annotations in 
a .pdf and has been bundling it as a standard part of Acrobat since v4.

Writing some sort of TeX front-end to that would be nice, but I'm not 
aware of any such yet. It would arguably be in pdftex's bailiwick since 
it's a part of the (defacto) pdf standard as defined by Adobe Acrobat's 
capabilities.

You'll need to either arrange for the creation of such or put a 
coloured box behind the text---Peter Wilson's Memoir has some 
capabilities along these lines, but I don't think it can be done for 
less than a paragraph.
