since you don't want to reveal which distribution you're using (it
must be pretty old not to have the pfb files installed to start with),
the only advice one can give is generic.

1. recreate the file hash tables (texhash on a web2c-based system,
something through the file installation wizard iirc on miktex)

2. check that the files themselves _are_ actually readable (i.e.,
their file system protections don't refuse access to the user with the
problem).

3. if you're running a web2c based system, try kpathsea tracing (see
the kpathsea manual) to see what file accesses are/aren't being made.
