[pdftex] OT: The Thanh Han: vietnamese question

Hi,

I've compiled successfully the testlatex.tex file (vietnamese doc)
with pdflatex.

One question: in T5enc.def '\h' is defined as 'vietnamese hook
accent'. But it really looks more like 'combining comma above' which
is uni0313. Shouldn't it be 'combining hook above' (uni0309)?

But this diacritic mark looks much different (more like the upper part
of a little squeezed question mark). Is such a hook defined somewhere?
