[pdftex] Draftcopy and pdf

If you are truly working in pdftex and not pdflatex then you can set
up the watermark in the usual way in Pstricks, using \rput in the
footline. Then run pdftex or pdfetex with \pdfoutput=-1, and use dvips
and ps2pdf to end up with the pdf output.
