the question being asked was, does pdftex need the same vfs as dvips.
in your example, dvips doesn't need vfs either.

nothing to do with the ascii standard, really; knuth ignored it when
he felt it was inconvenient.  none of knuth's fonts is encoded using
pure ascii (though cmtt uses it for the ascii "printable range",
only).
