[pdftex] How to force inclusion of ALL fonts in produced .pdf?

I know what 'p', 'u', 'tm' mean. My question was whether, if the 8a 
encoded font is utmr8a.pfb should not the 8r encoded font that the 
mapping defines not be utmr8r rather than ptm8r. This was a genuine 
request for information---don't these need to match??
