[pdftex] pdfoutline

Dear Sir,


i'm so very new to PdfTex. Could anyone here suggest me for using \pdfoutline?  
this command write in file.tex, isn't it? 

i've read the manual but still not clear in the argument. what should i fill in the "action" argument?


finally, where can i download the lastet pdftex manual?  the one i've picked is on 20 Aug 1999.
