Yes, it is described in the pdfTeX User Manual, Chapter 5.
Look for pdftexman.pdf in the doc directory of your TeX distribution.
If it's not there, you can get it from

I loked on page 13 of the referenced manual and it states in part:

``Note that the standard 14 fonts are never downloaded, even when
they are specified in map files.'' 

I guess this is why Hans Hagen said he
bypassed the map files somehow.  In some situations it is necessary to
at least partially embed everything, even the ``standard'' fonts. Some 
printers state flatly ``all fonts must be embedded.'' So how does one
embed the famous 14?
