Isn't this under Windows?  So you want the Windows not MSDOS version.
A stand-alone version of pdftex is available from

ftp://ftp.dante.de/pub/fptex/standalone/

but would it not be easier to update your MikTeX?  I'm told
current (or beta) versions are up to date.
