pStill's licensing depends upon the platform.

It's freeware for NeXTstep now, and for Linux, Solaris, AIX and HPUX as
well (for the latter four, limited to non-commercial use).

I licensed the NeXT version ages ago, and've been very glad of it.

For use with TeX there's a small snippet of PS code one must insert for
some jobs to account for dvips adjusting spacing while doing encoding or
some such, but otherwise, it's been very nearly flawless for me, and the
author, Frank Siegert has been very responsive.
