one can say: 

\bgroup
\pdfcompresslevel=0 
\immediate\pdfobj .... stream ... { } 
\egroup

to make sure that a stream object is not compressed, so

\pdfencryption=0 

within that group could disable encryption. That way the macro writer (who
in that case has to know some bits and pieces of pdf anyway) can control
the process.
