"sh texi2dvi" works for me on Windows (and even on MS-DOS), with no 
quoting-related problems.  Doesn't this work for you?  Perhaps you need 
to upgrade your port of Bash.

I'm asking because perhaps texi2dvi needs to be modified to work reliably 
on Windows .
