[pdftex] pdftex compression -- proposed addition to manual

There have not been that many changes to core functionality recently. The 
changes in for instance protruding were a natural consequence of thanh's 
research, which is an evolving something. Also, if i understood thanh 
right, he will split off / rewrite / clean up pieces of pdftex in due time. 
Pdftex happens to be a research vehicle which surprisingly is also widely 
used. Next month or so we hope to add the new thingies to the manual.
