As for the actual font file names (PFB, PFM, AFM etc. files):

Berthold Horn, in consultation with Chuck Bigelow, and in view
of the then established practices for font file names of Adobe,
and the need to fit names into the old 8+3 scheme for FAT (*)

As for the obvious idea of using the same names for the TFMs:
it was used by DVIPSONE, AFMtoTFM etc. since 1990.
It removes the possibility of yet one more naming error,
and removes the need for a central name generating organization.

(*) Today it would make a lot more sense to use the PS FontNames,
since those are the item of uniqueness when it comes to the
PS interpreter and/or ATM.  Fortunately PS FontNames
do not contain spaces, so they would work even on legacy
systems that do not support file names with spaces in them :-)
