I know how to embed any file in PDF with pdftex, but how do you create the
datastructures used for seeing the embedded file as plugin?

Concerning the virus:
In pdftex, one *can* embed a file and also *construct* the datastructures
needed for it to be seen as plugin. So, in principle, pdftex is a virus
production tool too -)
