[pdftex] another pretest -- failure using marovsym fonts

"make pdftex" tried to run ./tangle, which didn't exist -- copying
an older tangle to the web2c directory allowed building pdftex
and pdfetex.

Scott Pakin's Comprehensive LaTeX Symbol List, symbols.tex, using
"pdftex-1.0a-pdfcrypt (linux i686)" gives an error in acrobat reader 4.05
for all the pages that use the marvosym fonts:

   There was an error processing a page.  There was a problem reading
   this document (14).  Could not find a font in the Resources directory,
   using Helvetica instead.

These fonts worked in the pdftex-20010417 version.
