In my Makefile pdftex.defines and pdfetex.defines are in sync:

$(srcdir)/pdfetexdir/pdfetex.defines: $(srcdir)/pdftexdir/pdftex.defines
	cp -f $< $@

pdftex and pdfetex are compiled with the tangle patch
and some trivial changes for Win32.
