There are already a few feature requests for valid EPS output
of various types (level 1, level 2, with fonts, without fonts).

Assuming code will be borrowed from dvips and/or pdftex and since
reencoding is needed anyway, actually embedding the font is not a
big deal. Even adding font subsetting would be rather straightforward.
