[OS X TeX] Use TL Utility to update TL 2018 to its frozen version

Hi, I'd like to update my old TL2018 distribution to the last version
(at the time of the freeze). I tried changing my distribution back to
TL2018 and then setting the repository to
ftp://tug.org/historic/systems/texlive/2018/tlnet-final/ but TL Utility
didn't like this. It reports:

2019-05-09 16:44:08 +0000 Notice -[TLMDatabase texliveYear][15587]
Failed to use this repository 48.4 seconds ago.  Using that result.

2019-05-09 16:44:08 +0000 Notice -[TLMMainWindowController
_refreshUpdatedPackageListFromLocation:][15587]    Not updating package
list, since the repository database version could not be determined

  Is there a way to do what I want (either with TL Utility or tlmgr
directly)?
