I'm not sure if rebuilding the Spotlight index will help; I guess it depends on whether Launch Services uses that to build it's list of file associations. I think it used a more brute-force approach in the past, considering how hard re-registering hits the disk.
 
Hope this helps! Unfortunately it's really a hit or miss.

Yeah, LS is a black box. Everything we know about it is from trial-and-error, and there's no way to guarantee which "owner" is found first in resolving a file type conflict, as far as I could determine. Sometimes I miss resource forks...
 
PS: Is there any way to petition Apple to define the public.tex UTI (aren't they the only ones that should be defining in that domain?) once and for all? Is that a hopeless adventure?

You could file a bug report with Apple, but don't hold your breath. They've known about the problem for years, but .tex isn't their current target market, frankly. There are also ConTeXt, BibTeX, .ltx, and other types to deal with. And don't get me started on the .img extension conflict (is it a remote sensing raster, a CD image, or an ancient Disk Copy file? Apple picked one!)
