[OS X TeX] New Install of cocoAspell under High Sierra

Over the years the introduction to the paper on about solving problems with a fresh install of cocoAspell got very messy; there was an update to cocoAspell that fixed the problem under macOS 10.11 (El Capitan) and 10.12 (Sierra) but the problem seems to have come back under 10.12 (High Sierra). Luckily Thaddeus Perala came up with a solution that seems to continue to work when the problem arises. I've now re-written the introduction to the document to be a bit less confusing; the methodology given in sections 2 and 3 remain unchanged.
