One note: TLU inherits umask from the windowserver (so it has to be set through devious means). The Terminal umask is easier to set, and not necessarily representative.

If TLU sees a restrictive umask, it prints an obnoxious warning to the console and shows an alert, because tlmgr will change permissions on newly installed/updated files. One user did this, and it was painful to debug. It wouldn't be a server permissions problem, though, as far as I know, and it wouldn't show up in the initial MacTeX install.
