[OS X TeX] TeXShop cannot be opened

I’m asking this for a colleague who just downloaded MacTeX-2017 to a brand new Mac that is running macOS Sierra (10.12.5).
He writes:
"I successfully downloaded the MacTeX.pkg, the md5 command verified that the MacTeX.pkg was undamaged. Unfortunately, when I tried to launch the program I rec’d the error message: 'TeXShop cannot be opened because of a problem. Check with the developer to make sure TeXShop works with this version of macOS’.”
Any idea what could be wrong?
