Howdy,
There are several bugs in the Save/Save As… dialog boxes in High Sierra (e.g., The popup menu for saving with particular encoding only shows if you open up the More Info triangle and then close it). But that is all provided by Apple so you should complain to them and maybe something will get done about them.
