[OS X TeX] Why repeated "forcibly removed" tags for TeXLive 2017 packages?

Exists in TL2016 but not TL2017 on my system. Does it actually exist in your TL2017.

What happens if you try a different repository; e.g. <http://ctan.math.utah.edu/ctan/tex-archive/systems/texlive/tlnet>?
