[OS X TeX] Why repeated "forcibly removed" tags for TeXLive 2017 packages?

Over the last several days, whenever I run the TeXLive Utility.app 1.30 (for TeXLive 2017), it lists several of the same packages as “forcibly removed”. this is the case, e.g., with tikzodeblocks.

Why would these show up repeatedly?

I’m using repository: http://tug.ctan.org/tex-archive/systems/texlive/tlnet
