I am working with a 2010 MacBook Pro, OS X 10.11.5 and a regular "Genius" brand portable wired mouse. The "scroll" effect in webpages works in Firefox but not in Safari. For pdfs, it works in Adobe Reader (but you have to keep the wheel pressed) but not in Preview or Skim (I do not use TexShop regularly).
