In Terminal execute
sudo texdist --setcurrent=TeXLive-2013
and give your admin password when prompted to activate TeX Live 2013. To activate TeX Live 2014 (pretest or distribution once it comes out) substitute TeXLive-2014 for TeXLive-2013 in the command above. Take a look at /Library/TeX/Distributions to see the possible values of that parameter for your setup; e.g., if TeXLive-2014.texdist exists in that folder you can use TeXLive-2014 as the parameter.
PS: There will be a new version of the TeX Distribution Preference Pane distributed with MacTeX-2014 (once it comes out) that fixes the problem with Mavericks.
