After some digging around, I see that the fonts themselves are all part of TeX Live 2013, but other stix support files are nowhere to be found. Is this by design? Do I need to install the support files in my local tree and enable stix manually?

The LaTeX version of the STIX fonts (.e., .pfb), with support files, seems to be in today's update.

Good Luck,
