[OS X TeX] problem calling biber and BibTeX

When I call biber from TeXShop as usual, I have begun getting an error
message I don't understand:

/var/folders/yh/5bxw_bps5nqgydxxbcyyrrg80000gn/T/par-6a6f686e62757274/cache-1ea1c894d061cba85b64a1b380f6c297de02c7c4//inc/lib/Biber/LaTeX/recode_data.xml
not found in .

INFO - This is Biber 1.8

INFO - Logfile is 'newsecondinaugarticle.blg'

If I change my file to use BibTeX instead, and call BibTeX from Alpha
rather than
from TeXShop I also don't get a bibliography.

I find that I can run BibTeX, but not biber, from the command line. Does
anyone have any idea what is going on?
