The encoding used in that eMail for the content was "quoted-printable", which was actually:

	=8B

In Unicode it's an 8-bit control character. It is valid for example in the Losedos Code Pages 1250-1252, where it is SINGLE LEFT-POINTING ANGLE QUOTATION MARK (U+2039) – just what we saw. In Mac-Roman it's LATIN SMALL LETTER A WITH TILDE.
