Try this:

A shell script to programmatically "pause" and "un-pause" Dropbox on Mac OS
X

https://github.com/tjluoma/dropbox-pause-unpause

You could use AppleScript or Automator to launch this shell script.

It's unfortunate that Dropbox does not provide a CLI on OS X to
programmatically interact with it the way they do on Linux.
