Howdy,

For it to be available via TeX Live Utility the fixes must be submitted to, and accepted by, the maintainer of the package and then submitted to CTAN as an update to the package. Once on CTAN it will get carried over to TeX Live. 

The main problem now is that I expect that TeX Live 2012 will be frozen soon in preparation for the final development of TeX Live 2013. Once that happens there will no longer be any updates made to TeX Live 2012.
