It did work. For the record, here is the sample code I used, following your suggestion:

-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-

\input miniltx.tex  
 \RequirePackage{graphicx} 
 
 Trying the recommendation by Ross Moore on how to do graphics in plain \TeX. 
 
 
 
 \includegraphics[height=60mm]{RubiKo}
 
 Let us see if this works.

By the way, one final mistake I made is that I had inadvertently left an extra space in front of the file name: 
 \includegraphics[height=60mm]{ RubiKo}
That was enough to generate the error message "file not found"
