[OS X TeX] onehalfspacing failing due to figure?

Is it the text of the section that is not properly spaced or the text
of the caption? Because the latter is the normal behavior of
'setspace' which only affects the body text, not captions or
footnotes. There seems to be no strange behavior when I include
graphs, no matter where in the text
