Howdy,
I think you should create a new texmf.cnf file that contains only the item you wish to override and place that in /usr/local/texlive/texmf-local/web2c. That way even if you update to TL2011 (that supports Leopard!) it will still work. Need only run
sudo mktexlsr
after placing the new txmf.cnf in that location so that TeX ``knows'' about it's existence.
