Having an option in TLU would be nice.
Or even better a warning when installing new packages:
Documentation for this package will not be installed.
Set "Include documentation" in the preferences.

This may be a possible addition to TLU as well.

Result of the command line above:

352 Package updated in 9m21.751s.

Size of TeXLive tree increased form 240 MB to 635 MB, still a quarter  
of the full install.
And texdoc works now.
